Charlene, It seems that there some dust that has entered between the lens housing and the camera body. To remove it you must use the vacuum cleaner to pull out the dust from this place. And keep switching on and off the camera so that it tries to move the lens inwards/outwards. If this does not work then the movement mechanism of the lens may have got stuck and would require more serious efforts for which you may or may not have to tools and knowledge.

How do I zoom in and out on a photo?

This camera has a 9mm lens, and while shooting, you can't zoom. For that you need a zoom lens. You can buy one from Samsung.
I checked the manual, and it also does not show how to zoom in on a picture when it is on the display. So I guess, you should view it on a computer, or tablet ant use the picture viewer on that device to zoom in.
Be aware you have a great camera and the result with a prime (one focal length) is superior to the results make with a zoom lens.
But if you don't like to move around, to farm the picture, a zoom lens can be convenient.

Zoom on nikon d5100

In either mode, you're zooming by turning the zoom ring on the lens? In live view mode, if you zoom in by pressing the magnifying glass button, all you're doing is zooming the display, not the image itself.

Nikon coolpix 2200 zoom mechanism

If the lens assy is not responding to zoom buttons then the camera is in confusion mode due to a sensor being blocked or defective. Normally it would go thru a startup cycle to initialise position of various parts in the lens assy and give back control to you but in your case it is not getting that signal and in your case I would bet on the end sensor.
