SOURCE: wine cooler doesn't cool properly
Few things to check here. If the compressor is not running then the problem may be a bad thermostat or the compressor start device (ptc starter). Most common would be the thermostat on wine coolers. Also need to check if the fan is running. If everything is running then you have a sealed system problem. If the fan is the only thing that is not running that will cause a no cool situation.

Keep a thermometer handy. (adjust temperature control knob accordingly)
Periodically monitor temperatures inside your cooler. (adjust as necessary)
Keep the refrigerator door closed as much as possible to avoid temperature fluctuations
The temperature of the refrigerator compartment is
controlled by adjusting/setting the thermostat control
knob, located on the ceiling of the refrigerator
cabinet.
To start the refrigerator, and achieve maximum
cooling quickly;
• Turn the temperature control knob (using a coin
or screwdriver) clockwise to the furthest
(maximum) setting on the darker blue section of
the graduated control dial.
• Allow the refrigerator to run at this setting for 3~4
hours.
• When maximum cooling is achieved, turn back
the temperature control knob setting to the 2:00
o'clock position on the graduated blue control
dial.
• Correct cooling temperature is a key factor to
consider in storing and dispensing draught beer.
• Optimum temperature for serving draught beer is
between 34ºF ~ 38ºF.(1ºC ~ 3ºC)
• To maintain temperatures ranging between
34ºF ~ 38ºF.(1ºC ~ 3ºC) We recommend the
thermostat knob be positioned at the "2:00
o'clock" setting on the graduated blue control dial.
• To turn off the refrigerator, (no cooling) rotate the
control knob to the "0" position.

hello sbarrry2 it sound like the motor that is running continously is the condenseer fan and the buzzing and then the click would be the compressor trying to start up and going off on overlaod. shut the unit off at the swiutch, let it cool down (3) hours possibly and then try to turn it back on. this should work. First things first - pull the fridge/freezer out from the wall, and look at the bottom. You should see a metal coil somewhere - it probably needs to be cleaned. Next, somewhere around the compressor (the big bulky thing in the bottom of the freezer) should be a fan blowing on the coil - make sure it is running. That MIGHT have been the buzzing noise you describe - dirt on the fan blades or the fan hitting something. Additionally, you can check the fan on the inside of the freezer - if it is stuck and/or not working, the air won't circulate properly, and you'll get pockets of different temperatures in your freezer.

I had a similar problem yesterday. I woke up and the freezer was not working anymore. It would make a buzzing noise and then it would click and shut off. I looked online for some possible solutions. Here is what I did:
I unplugged the fridge. I pulled it out and took off the cardboard backing. I used an air compressor to blow out all of the dust and dirt that had accumulated on the condenser coils. A shop-vac just wasn't powerful enough to pull out all of the dust/dirt. After that, I plugged it back in....and the same thing was happening. It would buzz, and then it would click off. I figured out that the "click" was coming from a starter relay (a small plastic piece attached to the big black compressor). I detached the plug from the relay and then detached the relay from the compressor. The relay was burned out. It turns out this is a common problem with the relay. I replaced the relay for $50 (from an appliance parts store) and put the whole thing back together in about 10 minutes.
I plugged the fridge back in and the compressor started, and now the freezer works better than other. I saved about $400 doing it myself, all in about one hour. And better yet, my wife was very impressed. Not bad for a doctor.
