Couple things to look at, First is the selector in the hammer/rotation mode? Without a bit in it does the collar turn when in the rotation mode. Are you using the right bits for this tool. If yes to all of these I would look down the spindle and make sure that the pawl are in place (they lock to the bit for rotation) Let me know and we will dig deeper.

Usually replacing the o-rings on the piston, striker and Impact bolt will solve any hammering issues. That is considering there is no damage to the mechanical parts in the hammer mechanism.

check the cord and the switch to have continuity,the wires,the brushes,the rotor and stator.

First try the switch for hammerdrill/drill action. If it feels loose, then its internal. if it feels ok, then your hammers on the cage are stuck, frozen or worn.
