The guides that hold the belts on are damaged and will not keep the belting on
If the belt is on, take it off. Check ALL of your pullies and idlers. Spin them, they should spin smoothly & quietly. If they feel "crunchy" or make excessive noise or if it is bent, replace. Also, try to wiggle them side ways. If it wobbles, replace. If this is on a mower deck, you may have to engage the blades to release a blade brake. Safety first. Engine OFF. Spark plug(s) & battery disconnected. Don't be that guy, saver your fingers.

You will have to take the case apart and push them into place. If you have access to a hemostat or a nice long, this pair of needle nose pliers, it will be helpful. There is possibly a screw inside that holds them in place. If so, get the smallest bottle of blue threadlocker that you can find. It's quite expensive and you only want enough to wet the screw threads. Only use blue, it's removeable. If you use red or black, you will not be able to turn the screws if the problem ever happens again.

Yes It would. The belt doesn't just wear it slackens also. It will probably turn the blades when not under load but as soon at it attempts to cut grass there is not enough grip.
Replace the belts first and it should be fine.

Tough one. Typically the only 2 things that the belt contacts is the motor drive spindle and the brush roller. Anything else would only be there to protect the belt from debris. Can you turn the brush by hand and see why the belt is coming off? Is the spindle wobbly? If so, you may need another motor as I don't think it is easy to get parts for the motor. If you have animals get rid of the dyson and go to a vacuum that has a metal brushroll and better airflow. There is no fix on the dyson they just are not good on hair of any kind.
