I am sorry to say this, but the compression for that type of engine should be atleast 120 psi. Remove the muffler and look at the cylinder, it is scarred beyond repair.

Hmmmm.....it sounds like restricted fuel flow to me, but explain "rebuilt the carb" so I can get an idea on what you did.
Though it sounds right off like you whooped it good and got the basics.
Right off, go back through the "system", check the fuel flow, check that spark on the plug. Eyeball for any loose wires (E.G., Kill Switch, etc.) that are grounding (you never know!)
Stick to KISS on this one, since it ran before the carb got bad and got rebuilt, it will be one of those things you replaced, rebuilt, or changed. Sometimes, it is the SMALLEST thing......

I had the same problem. I adjusted the throttle stop IN until I got an idle without touching the throttle.

Well if the unit has fuel than it should prime unless the primer bulb is damaged and unable to force air/gas through the line. This is definetly a fuel issue, I would remove both the line from the tank to the carb and carb to engine and clean them thoroughly.
When you press the bulb the carb should shoot gas from the unit when disconnected. If this isn't happening your clog is here. If it does eject gasoline than your clog is the clear line which sometimes collects sediment if the gas is poluted.
