Have igloo wine cooler FRW1201 and replacing part TEC1-12706 Heatsink thermoelectric cooler peltier plate module. Wine cooler is 12v & 70w input power. Part is available in both 60w and 92w, how do i find out which one to order?
60 watts, if you're sure Part # TEC1-12706, 12V, 6AMPS, 60 WATTS IS YOUR PROBLEM.

usually bad power supply, if the cooling fan isn't running either. These are horribly inefficient coolers that use a lot of power to accomplish little cooling. The power supplies are quite notorious to burn up.
If your supply is 12vdc output, you might be able to replace it with a supply from radio shack. dont use a battery charger though.

Can you explain what you have done and what you have find ? Did you spot the heat sink ?he aluminium part with louvrs?
It sounds like your temperature control is not functioning correctly. Most temp controls still have a small mercury switch somewhere in the cooling circuitry. I would hazard a guess that if you can turn the dial to different temp settings and it always goes to freezing at 0C or 32F that your temp switch is either bad or the mercury switch (which tips forward or back depending on the setting to make contact and start the compressor) is stuck somehow so that it always sets to the lowest possible setting for your Wine Cooler. Without actually looking inside and testing circuits, that's my best estimation of your issue. Hope that provides you with a starting point to talk to someone who can help you repair it.
