I would start with the carbs. Buy new carb kits with float for each carb and clean and rebuild them then change the fuel filter before starting it back up.

I am pretty sure that they are jetted differently. Even though they may look the same you should look at the size of the jets on the one you want to install and make sure they match. The size is stamped on them.

It could be either your CDI unit or your Ignition coils. Sounds more like a CDI failure. It could also be your Neutral safety switch, where you plug in the plastic keylike plug. make sure that circuit is working or try to pull or push the actual pin where the teather plugs in.

My outboard motor is old and used.When I went to run it for the first time everything worked except when I went to put it in forward gear the boat went slowly but when I gave it more gas the engine just reved up but the boat wasn't going any faster.The motor is 40hp gale model.I think because it is bought used the prop is not the right one and it seems like it's slipping as I go faster.
I would appreciate any feedback on this problem.

have a 40hp evinrude selectric push button motor starts on key shift in gear throttle full hardly any speed, put key on off position and the engine reves very high so i have to throttle down but won't engage put key in on position and it engage no speed.

Most of the older Evinrude/Johnson carbs are easy to clean go to advance or autoparts store and buy the gallon of carb cleaner take all rubber off carb and remove jets with a screwdriver dip carb and jets for an hour then blow them off or rinse with gas and reassemble I have done this with many outboards and fixed them without replacing any parts with no problems.
