Check for a cold water supply problem by taking a look at the water inlet valve. Remove the water supply hoses and check the small metal screens inside the openings on the valve (especially the cold water side). Make sure they are free of rust or debris. Check the solenoids. They can be tested using a multimeter or ohmmeter. Check for continuity. A lack of continuity means a bad solenoid and the water inlet valve assy will need replaced. If you have a well or old galvinised pipe for the home then the screen on the cold water valve has plugged clear the screen but do not remove it flush it with a turkey baster and now the reason it gets stuck on the rinse as you look at your water selections you see hot/cold cold/cold warm/cold always on the bottom is the rinse water selection if you have no cold then it can not fill up and advance through the cyc
