Which specific model do you have? For most Bell Howell Splash cameras, the micro-SD card slot is under the battery compartment door. It's to the left of the battery slots when you look at the back of the camera (with the LCD screen) and adjacent to the USB port.

It is probably because you have NO card in the camera. It has a tiny bit of "internal" memory which is enough to take a still shot or so but not enough to take even a short video, so in video mode it will tell you the memory is full even with no file on it. Putting an SD card in slot 1 will solve it.
