Bad water valve or clogged water circuit.

generally, there is a screw adjustment for this. usually, turning it clockwise sends more water during fill period (makes period longer). try it and adjust clockwise or counter-clockwise as necessary. When the ice maker calls for water it'll be filling for about 7 seconds if is more the ice maker inside control board is bad , but if there's water in the ice maker all the timeeven after or before it calls for water it means that the water valve (solenoid) that supplies water to the ice maker is leaking and you have to replace it.

Many ice makers have an adjustment screw behind the front cover that shows plus or minus. Try the minus turn of the screw that should shorten the amount of time the ice maker fills. If electronic please call the company you purchased it from and explain the problem. Sea Breeze

Just had this issue - after checking all line connections, I pulled the ice maker feed water line from the back of the unit and found the tube was blocked with ice. Melted the ice with some hot water, and all is good once more. I would check for this before getting into the solinoid.
