I need to know how to turn on bluetooth on tablet

Sorry, this particular model does not support Bluetooth. Because Bluetooth is a hardware component built into tablets that support it you cannot add it by downloading and installing an app

Sorry you're having problems with your tablet. The answer to your question depends on how customized your tablets Android software is. As long as the manufacturer didn't remove the functionality, you can find the bluetooth settings (with instructions) in the network settings. I've attached a picture if it's helpful. Note that the bluetooth section needs to be "on".

Are you sure it has bluetooth? many android tablets do not.

You don't specify which tablet you have, so all I can say is open SETTINGS, and it will surely be in there.

Are you positive your model has bluetooth?

To make the Bluetooth connection, you turn on the Galaxy Tab's Bluetooth radio. Obey these directions:

1. On the Apps screen, open the Settings icon.
   
2. Choose Wireless & Networks.
   
3. Place a green check mark by the Bluetooth option.
   

When Bluetooth is on, the Bluetooth status icon appears.

The Satellite R10-S802TD doesn't have built in bluetooth device, however it's bluetooth compatible. any external bluetooth adapter will work. Toshiba recommends
PA3370U-1BTM Toshiba Bluetooth SD Card V1.2 or
PA3405U-1BTM Toshiba Bluetooth USB adapter as indicated you product's spec sheet.
