Try eBay make model they mite have it if not Google it .it will tell where they have parts belts ect good luck

SOURCE: Motor runs but the drive drum that hold the sanding belt does not turn.

Instead of removing the drum, remove the belt and the cover over the gearbox. The gearbox cover is normaly fixed in place by screws around the drive pulley. There may be a couple of screws under the pulley, if so they can be accessed via holes in the pulley wheel itself. Check for worn or stripped gears. These gears can be replaced if need be, but if this is the case make sure you remove and clean out all the grease first and replace that aswell as it may contain bits of teeth that have come off the faulty gear. As far as I know belt sander drive rollers can not be removed without removing the drive inside the gearbox first.

Just because it spins freely doesnt mean it cant have a shorted winding. Id send it back where it came from or at least replace the motor.

SOURCE: broken drive belt on belt sander

My answer comes almost a year after the original question, but I'll post it anyway for those who end up here after a search.
Black & Decker no longer supplies drive belts for the BR400 sander, but you can get a replacement elsewhere if you know what to ask for.
The belt is a synchronous, single-sided "XL" series belt, and mine had 120XL031 printed on it. The belt width is 0.31in or 5/16in or 7.9mm. Its pitch (distance from tooth to tooth) is 0.20in or 1/5in or 5mm. Its total height is 0.09in, and tooth height is 0.045in. It has 60 teeth, making the total length 12in.
I found a replacement at sdp-si.com, part number A 6R 3-060031.
Look here for timing belts (inch), then narrow the search for single-sided, .200 (XL) pitch, 60 grooves, 5/16 width.

Replace the drive belt

Do you mean replacing the cutter head drive belt?

With power off start the ribbed belt on the motor pulley, insert allen wrench into cutter head shaft. slowly rotate cutter head while feeding belt onto cutter head pulley. While rotating head, alternate between pulleys feeding it on one rib at a time. Softening the belt in hot water is NOT necessary to install the belt in this fashion.

Have you tried the next smaller sized belt? If you tried a 24", have you tried a 21"? ... or, if you tried a 21", have you tried an 18"? ... etc.

How do you replace the drive belt on a ryobi type be321

I tried the model number and can't find it on their site, but if this is a belt sander or planer you can "roll" the new belt in place without loosening anything. If this is another tool let me know and please give me all the information (tool type) and I will check further.

Motor & pulley

It would take 6" pully w/ a 2.25" which would not fit on that machine, no room for the 6". Replace with the same RPM motor is the proper way, unless you simply want a slower speed sander, duh! You cannot change the motor rpm without a defenant power issue, if you change the rpm your sander will power out, sorry?

Drive pulley removal

here is a parts breakdown. in center of picture is name of website where you can get a download. I cannot figure out if you are removing # 831 or 835 pulley. Either way its righty loosey on nut and you will have to hold opposite end to loosen.

Loose sanding belt

Hi, Consult your user manual for the instructions to install a new belt.  Follow these instructions selectively to tighten the belt tension. Here they are....  
CHANGING DRIVE BELT


  Using a phillips head screwdriver, remove the two screws
in the center of the pulley cover.
  Remove the cover.
  Raise sanding belt to the vertical sanding position.
  Next, loosen the hex head set screw. Raising the motor
pulley releases the belt tension.
  Remove the old drive belt.
  Fit the new drive belt on the drive pulley first and then on
the motor pulley.
  Test belt tension by squeezing the belt with your fingers.
  Adjust the belt tension with the hex head set screw until
there is about 1/4 in. (6 mm) of give.
  Tighten the belt tension nut securely.
Note: Excessive tightness on the drive belt may cause
increased noise and overload the motor. Excessive
looseness on the drive belt may cause the drive belt to
fail prematurely and make a severe chattering noise.
  Using a phillips head screwdriver, reinstall the pulley cover
and the two phillips head screws. Tighten securely.
