Blades not centred and off balance.

If electric the clutch is hung and not disengaging or pto switch is bad and contacts are welded or stuck. If manual then the linkage to blade is out of adjustment.

its an MTD bolens so any authorized agent might to get that in

if you cant source a new pulley shaft
... it will be a used part or new old stock

did you try depressing the clutch to disengage everything regardless of being in neutral? and it sounds like a pulley bearing went bad.try to spin the pulley with your hand and see if it moves.take the belt off to the mower deck and that should keep them from turning when you go to start it.

First of all the numbers you have are not correct, please try again, secondly, it losing power because of a few reasons, carb needs adjustment, governor needs adjustment, or valves need adjustment, with the correct model number and type, I can help with the belt and the problem

It sounds to me that you need a new mower deck drive belt, or your blades need sharpening. If the blade edges are rounded, they won't cut butter... Also, when mower is off, check mower deck drive pulleys to make sure you don't have any that are locked up or are dragging. You can check this by pulling the belt away from pulley and spinning the pulley by hand. MOWER MUST BE OFF before attempting any of these checks. You would be surprised how many people would try this with the mower running.
