I hope this will help you...under the side panels on each side of the mower, there are "reverse lockout safety switches", they are supposed to stop the blades when both handles are pulled back. If one or both of the switches are out, the deck will not engage. Also, under the right side panel (when sitting on seat) there should be 3 relay switches, the one closest to the motor controls the PTO., if this is out, the PTO will not engage.

Lets start from the beginning:
Do you have power going to the switch you need to check this with a volt meter it should read between 12 and 13 volts with thew engine off
if you have power to the switch next we need to check to see if there is power coming out of the switch again check with a volt meter.
if you have power coming out of the switch then we need to see f power is getting to the relay on the battery terminal and the switch terminal and if there is power to both terminals then we need to see if the relay is functioning correctly ( check output terminal with voltmeter)
If we have power to and through the relay we need to see if we are getting power to the clutch ( check this at the clutch) if there is no power to the clutch trace your wires back until you find power and make the repair. If ther is power to the clutch but the clutch does not engage you may have an open ground meaning the circuit is not complete again check your wiring. If everything checks out but the clutch does not engage then you have a bad / open in your clutch hope this helps

The oil on your pulley could definitely be the culprit. You need friction in order for your belts to work properly.

is the belt very old? if so it is stretched and needs to be replaced. All belts with a heavy fabric woven around the belt averages a 5 year life span
If it is a simple rubber/nylon corded belt one year is its life span
