the Dv600 is old pc and is not even the full model number.
I guess you meant" DV6000 series of laptop?
It turns on the fan blows air, the screen is black, windows if windows login never shows up. and you only get white on black text errors, and the words boot.
that means the HDD ,hard disk drive is bad, or the OS is corrupted
and the former surely causes the latter like night becomes day.
what any shop does, is test the HDD next
or spend weeks loading new OS on a dead or weak HDD.
to test the hDD is not hard, or magic,
we do this.

btw: the most DV6000 all have dead backlamps CCFL) now.
so in a way you are lucky the screen glows. at all.
id retire it . no CCFL PC needs to be wasting hard cash on.

Go to system folder in the control panel then go to device manager look for the webcam in the list displayed uninstall the webcam then scan for hard ware changes the laptop should find the device and re install it automaticly.

Make sure the computer is connected to any port from 1 - 4 on the router.
The modem should be connected to the WAN/Internet port of the router.

I think you can try these steps to isolate the problem on your machine and also it may help you resolved the problem for your battery being not detected.
Perform Hard Reset
Performing a hard reset erases all of the information that is stored in the temporary memory and forces Windows to do a complete scan of the system, including the battery.
To perform a hard reset, follow the steps below.
1. Unplug the AC adapter from the notebook PC and remove the PC from any port replicator or docking station.
2. Remove the battery from the notebook battery compartment.
3. Press and hold down the power button for about 15 seconds to drain any residual electrical charge from the capacitors.
4. Once started, insert the battery and plug the AC adapter back into the notebook PC.
5. Press the power button to turn on the notebook PC.
6. Use the arrow keys to highlight Start Windows Normally , if it is not already highlighted, and then press the enter key.
Use the software HP Battery Check to test the battery, Once you have login to your PC. If its not working try this.
Resetting the BIOS to default settings
Resetting the defaults in the BIOS removes any possible incorrect valves and returns the BIOS to a known good condition.
To reset the BIOS defaults, follow the steps below.
1. Press the power button to turn on the notebook and repeatedly press f10 to enter the BIOS setup.
2. Navigate through the BIOS and select the option to restore the BIOS defaults. The option will have words like Restore Defaults or Setup Defaults .
3. Confirm that you want to restore the BIOS defaults, and then select the option to save and exit the BIOS setup.
Use again the Battery Check to test the battery. If those steps does not work you try this last step.
Update the BIOS
If resetting the BIOS default setting to the original condition does not resolve the problem, look for and install an updated BIOS. Just go to this link to download the updated BIOS for your machine and choose your Operating System.

If happens those steps did not work mostlikely there is already a problem with the connector of your battery inside the machine.
