No solution, but I can give an idea of what's wrong.
In the quickspecs for this computer

nder the expended Technical Specifications section, in the 'Serviceability Features of the system' section, under 'Diagnostic LED Explanation Table', it says 8 blinks of the red LED, repeated every 2 seconds, mean "invalid ROM, bootblock recover mode"
It seems that your BIOS ROM become corrupted. The solution to this problem depends on which BIOS you have. Search "invalid ROM, bootblock recover mode" for possible solutions. Restting the CMOS by shorting the two pins on the m/b might just work, but I doubt it in this case. You may have to get the contents of the ROM from HP and re-flash your ROM. Good luck.
