sounds like oil leaking back to reservoir under pressure when u pressure it up can u feel and hear like a hissing noise this is oil being passed back from ram u need to replace all seals,.....Easy to do
I suspect that you will need a pneumatic pump to replace the hand pump to get this to work as you need a multiplier to get the pressure high enough to make the press work at full pressure.
problems come to mind Firstly the release valve will not tighten to seat the ball to stop the oil from recirculating and so not pump up the ram. Second there is no oil in the jack reservoir to pump up with. I would check oil level first.
You can get that hose made at a place like NAPA . The hose is a couple of dollars a foot and the fittings are about 10 a peice Bring the old one with you it takes 10 munites to make
