It is normal for the tension to be relaxed when the presser foot is raised, so , is there any tension when the presser foot is down, even if only a little more ?
Check there is no lint built up between the tension plates as this is common, and will cause the tension to be affected as you describe.
Unusual but possible is that the lever mechanism which relaxes the tension from the presser foot to the tension dials is seized or "gummed up" with lint and old oil.........when was your last full service done ? If it was more then 2 or 3 years, just like a motor car, regular servicing will pay dividends in enhanced performance and longer life.
