I've deleted all messages. However, when someone calls, they can't leave a message because they hear "MAILBOX IS FULL AND CANNOT ACCEPT NEW MESSAGES". HELP.

The mailboxes don't need to have saved messages, to be full. More then likely what is happening is that when people call in, they are getting a generic/Auto Attendant vm box, and that one is full. Try checking vm box #100, or #10. That is the Nortel standard general delivery vm box. Please let me know is this helps, or if you more help.

Try and reset your settings:
On my Nokia 6600 its done the following way:
Menu->Settings->Reset settings (Or reset to factory settings or something like that)

Call the voice mail system from your phone (usually ext 165), put your password in, and start retrieving messages. Use a lot of 3's (delete) and it will get it down. IIRC you are only allowed about 100 or so but it is set by VM class of service.
