SOURCE: pto switch engages, pto light activates, no power
I would check to see if the clutch is acutally OK. Start by unhooking the connector at the deck and supply a 12volt source (has tro bee high amp) to the leads...Be aware! The red(or white or green) is the positive and the black is the negative....don't hook them up wrong. If you've done this and the clutch still won't turn on the blades. then you have to replace the clutch.

check your spacers to be sure you havent locked the clutch assembly directly to the motor shaft
you should be able to turn it fairly free less some clutch drag
SOURCE: the engine start running rough when pto in engaged.
An air filter can look clean and not be. Remover the air filter and pre filter and try again. If engine smooths out, you need a new air filter.
