Not knowing what model you have, I can't even find a manual for this. Be aware that new phones can't be set to pulse dialling, because the providers are all digital now.

i had the same problem with my ipod and the volume limit control had been set to playback at low volume...if you have the ability to change settings try this ; when ipod switched on , go down to "settings" and click on this and then select "volume limit" ; click on this and then use the wheel to set the maximum volume you wish to use ( i set it at about 80/100 to ensure no distortion) hopefully this will solve your problem
