are you talking about a water cooler dispenser with hot and cold valve?
if you do, the cooling side is not functioning well.
is the compressor running? if not, check the thermostat.
if the compressor tries to start but can not. check the relay of the compressor, it may be bad.
if the relay is ok then the compressor is bad.
another thing to look at is the hot water thermostat. it may no longer functioning as to the cause of the bottle to be extremely hot.

Use a 50% mix of white vinegar and 50% water. Pour it in ans run a little through to fill the tubes. After 15 minutes, rinse it with plain water. Next, do the same with unscented clorox. 1/4 cup clorox to 1 quart water. Rub any areas you can reach. The vinegar will melt away mineral deposits and the clorox will kill any mold and mildew spores that are causing the stink.
