If the water is reaching the tank overflow tube, the float valve is not stopping it fully. If the valve is new or not too old and you have instructions or know how to disassemble it, you can flush it to ensure there is no debris in the valve or on the seat. Although the manufacturers recommend this, I have never found anything on the seat.
If you can't do this, a new float valve assembly must be installed.

I put the korky fill valve in and it was hissing and water was flowing slowly into the bowl. I had put a new korky flap on as well. So I bought a fluidmasted perfor MAX flapper and installed it and it solved the problem!
