If it's a harbor freight unit then the brushes are worn.they usually come with spares. If not you can open it up and flip the brushes. Sometimes that will work. Sometimes a good smack on the side works too. They have a tendency to stick after laying around.
No brand is mentioned here. If your tool motor still works in other heads operate properly you probably have ahead which has a damaged isolated unit. These tools are relatively inexpensive and it may be easier to replace the head rather than take it apart and look for replacement parts.
