Check motor brushes
Testimonial: "I took the motor out to find it's an induction motor, so no brushes. It could be the inverter however, the machine sometimes run ok. I also removed the inverter and looked inside and everything looks ok, no burnt components, no bulging capacitors, and the diodes in bridge rectifier checks ok with my multimeter. The drum seems to spin ok by hand. What I did try is remove the belt at every worked fine then I griped the motor shaft with a cloth and I can't stall it when it's spinning full speed but I can when it moves very slowly."

possibly the motor brushes. check for continuity across the brushes but remove elec connections first.
brushes are easy to replace but you may find it easier to remove the motor. before replacing brushes, check condition of commutator as well

For a solution to your dilemma, I recommend that you first replace the brushes, then to reset the error code C9 hold down the pre-wash & short wash together and turn the control knob from off to gentle spin. this sequence should clear the C9 from your washer.

sound like the contact points on the timer are probebly dirty or arched to where they are not making good contact. you can take and clean them with a piece of emery cloth if you are mechanically inclined and can take the timer apart. Also there's a set of contacts down by the motor ti check too.

Kindly remove the back panel of the unit and check whether the belt is properly fixed if it is ok means check the wire connection if everything is fine. kindly check the motor humming sound once the water is filled if you find the humming sound means kindly replace the motor
