I actually would do this by testing and tasting. Not hard to do with a couple glasses of water. Mix in one tsp of sugar in one glass and in the other keep adding the substitute until it tastes the same or close. That will give you your ratio.

One litre of water weighs one kilogram
Grams to ml will equate as the same units for water.
So 25g of water will be 25 ml

Hope that's accurate enough for your needs. If you feel you may need to adjust for granulated sugar pour 500g packet into a graduated jug and see how close it comes to the half litre graduation.

Recipe for oatmeal cookies

Oatmeal cookies
Makes 20 cookies 1 cup (2 sticks) unsalted butter, softened
1 cup granulated sugar
1/2 cup packed brown sugar
1 large egg
2 teaspoons vanilla extract
1 2/3 cups all-purpose flour
1 teaspoon ground cinnamon
dash of nutmeg (optional)
dash of ginger (optional)
3/4 teaspoon baking soda
1/4 teaspoon salt
1/8 teaspoon baking powder
1 1/2 cups quick cooking oats
Preheat oven to 350 degrees F. Line 2 large baking sheets with parchment paper or spray with non stick spray.
In a large bowl with an electric mixer, beat butter and both sugars until fluffy. Mix in egg and vanilla until well blended. Combine flour, cinnamon, nutmeg, ginger, baking soda, salt, baking powder and in a bowl. Stir into butter mixture. Gently stir in oats until well blended.
Shape dough into rounded golfball-sized balls (about 2 Tbsp. each). Place on prepared baking sheet . Flatten with the bottom of a measuring cup dipped in sugar.
Bake for 8-10 minutes. Let cool on baking sheet 5 minutes before removing to rack to cool completely.

Can you use powder sugar when you are out of gran. sugar.

Not really... Powder sugar has added cornstarch that is normally used as a thickener and will thicken if heated. It is an okay substitute for dusting cookies, donuts and things like that, but other than that *I* don't recommend using it as a substitute.

Soften hard granulated sugar

if it is sugar even water should probably disolve the crystals. A rubbing alcohol might do the trick too. Last if it's not sugar and actually hard water deposits I'd try CLR cleaner.
