I googled Hampton Bay Manufacturing and this is what I found:

Unless you want to use pull chains, you will either have to get a different fan with a remote, or you can buy a remote to ADD to an existing fan/light. It hooks up under the base of the lamp. They seem to work better than the factory fans with the built in remotes.

Make sure the batteries are good in the transmitter, and that the battery terminals on the batteries and inside the remote are clean (use a qtip and at least 90% isopropyl alcohol, or a pencil eraser). You can shoot the transmitter at a digital camera or video camera, and see a white light if it's transmitting. If it works, the wall unit is probably to blame.
I've never installed one of these, but if the fan and light have two wires each going to the wall unit, you could replace them with a manual switch, and it should work fine.
