SOURCE: Installing ceiling fan with two switches AND a remote
in your ceiling box should be three wires. a red goes to the three way switches, a black goes to the hot and the white is the neutral. the fan wires are black, blue and white. since you have a remote, connect the [fan] blue & black together with the [line] black. connect all white wires together. the remote will now ramp up your lights from off to full on and the fan remote will let you choose lo med high and off. just tape up the red wire in the box.

You need two switches. It sounds like the Electrician set up the junction box for two circuits(Lights and Fans). i say this because your supply has 4 wires, Red , Black, White and Bare. We may be able to oversome this with one Lutron Switch. Allow me to investigate, and I will be back.

I would pull the cover off of the Light switch and look at the color of the wire leaving the Variable speed device. I only assume the red wire is from that. I do not like to assume anything. So you must verify that a red wire leaves the Variable speed device. If it does, then i am assuming you dim the lights with this Variable device. The fan has its own built in Variable speed setup. In the case that the red wire belongs to the variable device, wire the Red to Blue(light), and Black to Black Whites to white. Green to Ground. bare wires to ground.

it's most likely the switch has failed
but on rare ocation the switch comes un wired
also somtimes the switches stick they stick in the on or off position
try pulling the chain and listen for the usual click if it aint there then the switch is pooch if click is there start look at the wires failing that replace the switch
