Take the body cover off the unit and locate the little glass tube fuse. Verify it's the condition, failed or intact. and if failed replace. Most often times they fail for any number of reasons, too much metal inside when heating is the most common.

The microwave is not heating the food.

When it did heat food before and you used the same settings now, the microwave must be defect.
But before you are sure, put a cup with water in the micro and try to heat that.
Dry food can't be heated in a microwave. There must be some moist in the food if you want to heat it in the microwave.

Paper bag and food burned in the micro...it now smells with each use

Mix plain bleach in water and clean interior until spotless, the process may need to be repeated 3 or 4 times to diffuse the smell.

My frigadare microwave runs normal but wont heat the food

From the description you have provided, the magnetron has shorted. This a job for a professional because there is lethal voltages present that will kill.

The microwave no longer heats food and it smells as if something is burning. Everything else on the microwave works. Is this a common problem and how can I fix it?

Its your Magnatron tube, thats what makes the microwaves and heats the food. The part will cost you more than a new micro. The new model that replaced yours is a JVM1540 and you can get them for 179.00

My microwave starts however food does not heat up.

Micro wave as the name suggests produces heat when the micro waves aimed at an object causes the water molecules inside the object to vibrate hence producing heat. The gadget responsible is the magnetron. If your magnetron is not receiving ht voltage or receiving but faulty, then your micro wave wont work please take precaution when opening micro wave due to high voltage caps that remain charged sometimes even when it is off.check the high voltage fuse/ diode and capacitor if they are fine and the step up trans former o.k then the only option is to replace the magnetron

My micro wont heat the food but everything else seems ok

I have a GE Spacemaker Microwave, model # JVM1650WB008

The lights work and everything runs in a normal operation, it will not heat the food. I have changed the fuse and still the same, no heat.

GE Over range microwave, JVM1660

This just happened to ours as well. Apparently the magnetron (device that creates radio waves that heat the food) is broken. I'm trying to pry the darn thing out of our kitchen now so I can replace the magnetron. Look for this part WB27X10489 on Google. I found it on ebay for $65. If it fixes the problem I'll post again.
