You are right to be concerned about this behavior since it can definitely increase your stopping distance.
Either your cable has eaten its way into the inner tubing and is hanging up, or the mechanics at the throttlebody needs some lubrication.
With no engine running, have someone inside to press on the accelerator while you watch for movement of the linkage under the hood.
Once you have located it, operate it by hand to see how it feels. If the linkage does not return to the stops provided, then use a heavy-duty penetrating oil to soak the moving parts.
If it still hangs, then the cable needs replacement.
With the engine running, tranny in Park and the parking brake on, after you have lubed the visible linkage, have some one inside press on the gas and watch the linkage to see if it now returns to the mechanical stop.
Carefully move it by hand to see if it is truly at the limits of its travel where it should be at an idle.

Somethimes this happens over time. It is usualy caused by an oil leak at or above the pully causing the rubber in the "hamonic balancer" which is part of that pully system to fail. If you don't have it repaired you will find the pully will wear through the cover behind it. So be sure to get it repaired.

Replace the fuel pump.If you'r Astro is a 97 it has the ele fuel pump in the tank.It's not as hard as it sounds.I have basic tool's,and it took about 1 hr to complete.I did the job in my driveway on the ground with jack stands.The only special tool you will need is a line removel tool.About 7$ at any auto parts house.

They are trash.If you get lucky and get a good one it might last 6 months.I replaced 4 of them in 1 year.You can buy a Carter for the same $ or less.If you can afford the $ get the DELFIEY.Dont forget to replace the fuel filter.Hope this helps.

You need a three jaw puller to remove the balancer. After you remove the center bolt the puller hooks into the three holes in the balancer.
