It would be better to replace the minute you disassemble a scope unless resealed with special equipment it will never function as well nor will it be reliable and for a bushnell by time you payed for shipping to and from a repair place you'd be at cost of new so might as get new one which has newer glass types that are vastly better than 20 yrs ago

It sounds as if your Scope rings are out of alignment or the front ring is lower than the rear ring. You may be able raise the bottom of the front ring by inserting a shim under the front ring base.

Would you believe the exact same thing happened to me yesterday?
I just went on line to get part number for plastic part and this is what i see. Disappointed I am. So i will fix in my own way - If you have the old cap drill out the stem and leave a hole where the thread was and buy a "short" 1/4 20 bolt and nut and use to secure cap to scope - i.e screw in bolt thru cap and snub cap with locknut to grip bullet drop compensator ring. This assumes screw is 1/4 20 as indicated. If not Bushnell may be able to provide thread type or hardware store may have a range of bolts - pitch till you win - Some camera tripod screws are 1/4 20 with nerled nobs this may also work but you should be able to get er back better than new - paint the screw & nut black
I agree scope is too good to discard and was disappointed Bushnell was not more helpful
