This is a jail prisoner approved tablet. It is highly restricted where you can use it and what you can do with it. You can ONLY use it in the jail where you are incarcerated and no where else. JPay will unlock it for a fee when you are released.

As stated above, it you are still inside, ask the jail guard.

I suggest you contact JPay directly and ask about the procedure for having your prison issued tablet unlocked:

I believe you will need to send your tablet to JPay to have it unlocked and returned to you with the media downloads you purchased and added to the tablet while incarcerated.

Note: Unless you want to lose all the media downloaded onto your prison issued tablet, you do not want it to be factory reset.

If the MP3 player is one from JPay, then . . .

You will need to send the player to JPay to have the company unlock it for you and return it to you.

If JPay is the company which provided the player, this is the link to their Contact Us page, providing a toll free Customer Support number you can call.

If the player was provided through another prison commissary services business, then, you need to identify the company. To do so, choose Comment, here, and type in the company name.

The JPay JP4 players (versions of MP4 players) are designed to work only within the confines of a prison or correctional center.

For the former inmate who is now released who wishes to transfer his or her music or other audio purchased through JPay, I believe there is a method to go about that. A month or so ago a similar question was asked on Fixya.com and I found an answer for the questioner.

However, I am having trouble finding that question and my answer.

Therefore, I suggest you contact JPay directly, talk (via a phone call) to a Customer Service Representative, and ask for the steps to follow to transfer (port) the JP4 audio purchased while incarcerated to a device (MP4 player or other device) which can be used "on the outside."

Without knowing at which prison your son is incarcerated, so that I or someone else volunteering to answer questions on Fixya.com can study the kinds of paid services available to inmates and what companies provide them, it is a challenge to answer you.

My understanding of tablets available to prison inmates is that they have limited functions and limited electronic access, unlike the kind of tablets you or I may use outside a correctional facility. There are companies which provide all sorts of goods and services to inmates for a price (a high price, in my opinion.)

For example, JPay is one such business. This is a link to the JPay web page which has information on the kinds of tablets available to inmates who are incarcerated in prisons with JPay services and a list of what can be accessed on the tablets:

Even if JPay is not providing goods and services to the prison where your son in an inmate, the tablet options through the company doing business with the prison will probably be similar.

Note: The funds available for your son's tablet access may have already been used up, which he may mean by "restricted." The electronic services for inmates in one of the prison systems in the US seemed very expensive to me when I investigated them for a family member last month.

For an explanation specific to the tablet your son has access to, you will need to contact the company providing the table and access services. If you can speak on the phone with someone and ask your questions, I believe you will gain a better understanding.
