look at the side of the engine down low. There should be a pipe plug screwed in that has a square head. Put a drain pan under the area and remove this plug and the oil will drain out. It's best if the engine is warm. You should get 1 1/2 quarts of oil out of it. Let it drain for about 5 minutes and then re-install the pipe plug. Add 1 1/2 quarts of 30W oil and then cut the grass !

The motor has a governor that controls its speed, and if one of the pivoting parts or linkages is sticking this would happen. Look for the throttle linkage on the engine carburetor (move your throttle up and down, watch what moves). The governor will be a second linkage attached to the throttle arm. Squirt some WD-40 on any rotating parts and make sure a foreign object isn't stuck in there. It could also be the part of the governor that's internal to the engine -- harder to get at, but not expensive to fix.
