check with the local laws is your area as to collections-- depending on amount and or arrangement you can confer with an ada from a civil court or supreme court as to what rights or laws are as to collecting a debt and what the restrictions are in doing so
If you are watching an hd channe, the aspect ratio on the set is changing by itself. Some sets allow you change it. Look for the aspect ratio in the menu.
To answer your question: The "boarders" you see are due to the video being displayed being at a smaller vdeio display setting than the TV can handle.
Example: If your video is 640x480 because it is coming from a Wii or DVD Player device, and your TV can handle a display of 1280×720; then you will see boarders around the left and right edges.
Solution: Search the display menu of your TV and see if it has "Automatic", "Panoramic", "Wide", "Zoom", or "Fit to Screen" options. This will eliminate the side boarders, but may also cut some of the image off of the top and bottom of the display as well.
I'm a shop owner , import cars repair.
I have about 50/50 European and Japanese cars in my customers database , 70% of money coming from European cars and they more offten here.
On Japanese it's almost only scheduled services , and ware and tear , German cars are braking down.
Audi and VW have more problem then MB and BMW.
Hope it helps.
