Hate to tell you this but it sounds like your picture module is going bad. The bluish tint tells me it is leaking to the outside. Some problems with the LCD picture module can be fixed but I never had to fix one. Might check out some videos on repairing LCD picture tubes on YouTube.

Your settings are incorrect, adjust media type and media weight. This settings adjust the temperature of the fuser. If fuser to cold you will have ghosting and fuser to hot image will stick to fuser.

try blocking the sensor with you palm so that it would create a black background. if the blue streak would still appear on it, you need to call panasonic and have it replaced. sorry. =(
Make sure the drums are properly seated in their cradels, and if posible, avoid designing with white small text in heavy solid areas that are made up of process colours. For reverse type in a black background, use spot color black rather than rich black. Other than than printing on a not as heavy card, that is about all you can do.
