By far, EBay is the best source for these at low prices, a local electronics store(especially smaller privately owned owned ones) are a great source for these too but you'll need to call around and check to see what they have. I'm providing pictures of cables specific to your model but I'll add a few extras I've bought recently just to show general idea of what's available and the prices. I feel certain if you don't see what you need just do an eBay search identical to the one I did in the first picture, just scroll down and there's many more.

Probably a bad panel. Those vizios are terrible. I worked on a 55" that was 9 months old with the same problem. replaced all the boards, ended up having a bad panel. See if you have voltage on the wires going to the panel. if so, its most likely bad

It could be the ballast for that section of leds. Led failure is rare but possible.
