It all stems back to your incomming water supply. Either the sieve is dirt or the valve is blocked with sedementation. Some valves are servicable and some are not,if your valve has screws then its revicable. (low water pressure restricts movement on arms.)

From you discreption and error codes, I would check for a blockage in the outflow hose before I replaced the sump pump. And if you do decide to replace it I would also recommend you replace the sensor (item M087) also.
