the serial number begins 2487558 and continues past 2491265 and as the beginning serial number denotes the year , your engine is 1969 model
it shows as a 2 stroke with auto oil injection
check the heads
if the plugs are in the flat of the head and there are no rocker covers it is 2 stroke
talk with a mercury /mariner service center

Modern engines have a small "tattletale" discharging water out the back or side to let you know the water pump is working. The majority of the water exits thru the exhaust system to keep it cool and finally out the propeller hub when under way. There may be a small discharge out "idle ports" on the back of the motor.These relieve exhaust gas pressure when at slow speeds or not moving.

not if is a 4 stroke engine not being bothered to include engine make , model year etc makes answering accurately.
you could even say the color of the smoke
so here is a generic answer ( 4 stroke )
it indicates that there is a problem in the needle and seat and there is no fuel flow control in the carby
if it is a 2 stroke with a carby --same problem
ordinary engine oil (20w-40) for 4 stroke sump) and special 2 stroke for 2 stroke engine

If its a newer model Mercury the Relief exhaust port does not receive water at an idle, all the cooling water is discharged through the Propeller hub exhaust and Tattletale.
