Answer for how to program the RCA RCR3273 3-DEVICE SNOWBOARD UNIVERSAL REMOTE:
Make sure the device is on. Hold down the tv (or whichever device you're trying to program) button and the power button simultaneously until the red light stays on solid. Then press the power button, it will flash one time, and keep pressing slowly, letting it flash until the device turns off. Then press the stop button...and it is programmed.

Good day,
You should have the instruction guide. If not look below. It's there but look closely for the guide itself and how to increase it's size to readable.

Check on the back of the TV to see if there is a 3 and 4 setting, If so, set to 3.
With nothing connected to the tv, and using the tv's remote, scan for channels. It should come up with only channel 3.
Then using the remote with advanced options, set the the input to either antenna or auto.

Connect the antenna cable to input on the converter box. Using the supplied cable connect the output from the converter box to
the TV. Turn the TV on first, followed by the converter box.
Then follow the instructions.

Not really easy so you'll have to fight your way thru it.
Finding the right setting for the antenna will probably take the most time, requiring a station scan after each adjustment.

This page is about helping people programming an RCA universal remote control with a digital converter box. First be advice that not all universal remote work with converter boxes, the one we know for a fact and this process is for is the RCA RCR503 Below are the codes and the Steps to do it.
Step 1: Manually turn on the converter box if possible if the converter box does not have ON/OFF switch is okay, go to the next step.
Step2: Press and Hold the CODE SEARCH button key until the indicator light turns on
Step 3: Release CODE SEARCH
Step4 : press and release the SAT-CBL-DTC key-
the indicator light blinks
Step 5: Find the four digit code for your particular digital converter box brand by looking at the demo below input the codoes the red light should turn off. Now your converter box should work. The two codes to try for RCA are :-2325 or 2454 hope this helps

You should program it with set-up codes said for the device type. Set-up (Programming) procedure is too much to type in here, and is not practical and it will differ brand-to-brand remote controls. If you wish to get more; check the sites linked here. It has set-up code list & set-up procedure to many popular brand remote controls. One among it has general set-up codes to check with TVs and other devices are given, in the order of the 'device's brand name list' in alphabetical order. Pull up older posts. Search the sites by type in the brand name to your device in its search box at the top right part of the display window. It will help you to find the document easily.

RCA remote control have no set-up codes to GE converters. To select a proper universal remote control, you should know about the number of digits to its set-up codes. There are 3 digit, 4 digit, 5 digit, 2 digit and even single digit codes, to some brand devices. After confirming this, check the sites linked here. Both the sites have set-up code list and set-up procedure to many popular brand remote controls. Check which brand remote control has set-up code/s to your device brand, and buy that one according to availability.
Brand name of the remote control isn't a matter, but it should have set-up codes in its code list, to the device brand you have.
Please note: Every new universal remote control will have set-up code list, and set-up procedure along with its pack. Never accept a remote control, that hasn't both of this. You haven't specified the exact model number of your RCA remote control. Three device remotes for RCA is in many model numbers. If it is RCA Systemlink-3 remote control, there is no setup code for Apex Digital Converter Box. OK.
