On many Panasonic handsets, the Menu button is one of the soft keys below the LCD screen. It is the center button on models with three soft keys. This will also be the OK or Select button when you navigate through the menu system.
Since the soft keys access other options when the phone is in use, they only access the menu when all of the handsets are in standby mode.

to access the answer machine press the top left hand button until a swirly thing flashes then press 5 to listen to your messages, then press the hash button to remove the message.
To lock and unlock the keypab also press the hash key. It has a key symbol on it.

press the message button in the top left corner, then the tape should start flashing on the screen, then press number 9 (should have a talking man with a solid circle to the left of him) then record your message, press 5 to stop and 7 to listen to the message

Call forwarding is a feature from the phone company. Depending on the phone company it's usually 72# or *72 plus the number you're forwarding to. 73# or *73 cancels it. Check with your phone service provider for the specific codes for your service.

Seriously, what happens when you plug a regular phone directly into the outside lines? Or, better yet, plug a regular phone into jack 01 and TURN OFF THE POWER on the phone sytsem.
Now you have a phone wired to the outside line. If you can hear on those, then you may have a line current issue, or something else. If you can't, the telco is obligated to give you a line you can hear on. If they can't deliver, try an alternative like Vonage.
