Probable power supply failure

Thats the classisc sign that the CP150, CP114 and CP120 capacitors need replacement. You can get the repair kit called CP150, CP120 and CP114 at www.tvrepairworld.com which contains the capacitors and the CD with step by step instructions on how to do the repair.

Replace the deflection board. You need the ITC222A deflection board PSB-260 available with installation instructions from www.tvrepairworld.com

Just unplug the TV from AC mains wall socket. Wait for about 15 minutes and replug it and see whether it helps you. This process will give a hard reset to its V-Chip features. The replug the TV to AC mains and see whether it helps you. If not the power supply board of your Tv is faulty and should be replaced.
Just see the red arrow marked cpacitors. The top side of them are bulged, and is damaged. You can see a good one at the top right part of the picture. If there is any capacitors on your tVs board look like these damaged ones, replace them with same size and capacity. If they are no seemed to have damaged, the switching circuit secion has been damaged, and is irrepairable. The only way is to replace it as card basis. You can buy this board eiter from any electronic spare part shop at your town, or from the Authorised Service Center for RCA at your town.
