There are two possibilities, one not so bad and one not good, at all.
The first thing to try is to clean the battery terminals in the camera. This can be done by CAREFULLY scratching them with a small flat screwdriver, tweezers or similar to remove any corrosion or film. Contacts can look clean, but still not connect.
The other problem, which you will not be able to repair yourself, could be the main fuse or a capacitor within the camera. That requires special technical skills to repair, including taking the camera apart and working on micro-electronics.

SOURCE: My Kodak EasyShare C913 just got new batteries,
As I have mentioned in another post you may have accidentally put the battery in backwards look at the top off the battery you will see 3 copper connections now look into the camera
you will see there are 3 connections in there.. line them up and drop
it in until it clicks if you still cant power up you may have to charge
it first.
plug the camera into its charger and leave it to
charge for 20-30 min remove it from charger and try to get it to boot
if it boots great you can put it back on the charger and let it finish
if it still wont boot you should take the camera, battery and charger to the store you purchased from they will most likely try a new battery in it if it still wont boot it needs to be returned. I hope this helps
SOURCE: cracked lcd screen on kodak c913, can I find replacement parts?
HI,
I did some checking and you can't repair that yourself. I found this on the net for you:
Thank you for using the Step-by-Step Solutions and Repair Tool. The problem with your product appears to be something
you cannot fix yourself. We recommend that you send your product to an authorized Kodak repair center for evaluation.
Warranty Coverage
The terms of your warranty are described in your User's Guide. If your product is within the warranty period specified,
you must provide a proof of purchase to receive warranty coverage. If you do not provide a proof of purchase,
you will be charged for the repair.
NOTE: Warranty coverage does not include products that have been dropped or exposed to liquid. If your product shows
evidence of this, your warranty will be void and you will be charged for repairs.
If your product is within the warranty period, having it serviced or altered in any way by a non-authorized party will void the
warranty for that repair occurrence.
I am also giving you the link to the main page for Kodak in case you want to send it to them for repair or get more information.
