lila, yes you have to put the battery on the charger to charge the battery, if not the charger wont charge anything, after you put the battery on the charger hold, before that don't forget to equalize the pin charge with the battery there was a marking or emboss note negative pole and positive pole for the battery fit on it charge, then you can go for the electric plug. For additional note there is light indicator green for full battery, orange for the half battery energy and the last one is red light blink for the on going charge the battery. i hope it help, remember safety first.
Sounds indeed like the battery is dead. You could try checking it with a volt meter. If the volt meter says it is fully charged then you have a problem with the camera instead
