Yes based on your testing it appears that the power supply is at fault solely and you can opt to attempt a repair or replace it altogether. Unfortunately you will not be certain that the main board does not also need to be replaced until you have repaired the power supply.

Logic Control D Board got nothing to do with this problem. This is your main power supply gone bad(usually not the sub power supply). I just repaired my VIZIO by replacing main power supply. Just remove back cover and your board will be right in the middle of the screen. Just get board part/serial # and google it. My best price was through eBay(around $100). Everything is fine now.

Sony KD60X690E Won't Stay Powered On

Not sure your skill level at repairing electronics, but I will include some basics if you are able to do some soldering.
I have worked on many TV's and the issue you are describing is typically one of two things.

FIRST take the back off your TV have a look at the power supply look for the capacitors (I have attached a photo and the items circled in red are the main capacitors to focus on) look to see if any of them appear to be bulging. A normal capacitor has an "x" marked on the metal top - this "x" should be flat or even a bit caved in. If it is round and popping up then that capacitor should be replaced. You can check the printed uf on the side and voltage (such as 1000 uf / 50v). Then look them up/order them from a place like mouse com or digikey com.

Secondly the other common issue I find is a "cold" or broken solder joint.

Take the power supply out of the TV look at the back of the board with a magnifying lens or watch repair glasses. Look very closely over the solder joints for cracks or breaks. In particular focus on the solder connections of the 3 pins transistors attached to the heatsinks. (In the image I attached they are the yellow circled items but look on the back of the power supply to where these pins attach on the green bottom side).5f7dee65-902e-408a-bf21-d6f9260d03f3.jpg

Sony tv squeal

Usually out of tolerance capacitors, resistors going high, and leaky diodes in the switchmode power supply can cause a high pitched squeal from any TV. Occasionally a bad transformer winding on the same board can also cause the noise but can also be a deflection fault. Check the PSU board for any bulging or dodgy looking electrolytics first then proceed from there. If you have a multimeter, you can measure the diodes and resistors. Before going any further, and worrying about repair costs, do some simple checks first. You may end up needing a replacement PSU PCB for the model of TV you have; a refurbished board is cheaper than a new one and if you fit it yourself, you save on labour costs. Start with the power supply board and work from there.

We have a SONY kd-34XBR960 I turned it off and

Turning your tv off did not cause this issue, so don't blame yourself for that. A 6 or 7 blink shutdown is because one of the two switch mode power supply control ic's have failed. the part number on them is mcz3001. They are located on the "D" baord, i don't recommend replacing this yourself because even with a tv unplugged from the wall high voltages still exist in the set.

A repairman may preform one of the two following things, he may change the whole D board or he may replace the individual components. The repair will cost around $200 if they replace the components, and if they replace the board it will cost more.

Picture quality poor

1. Try this - hold the menu button down for 10 seconds. TV should power up; you will have to turn off front panel buttons on menu.

2. You can also try a hard reset: Unplug TV from AC mains and remove all cables from TV. Wait about 30 minutes and replug to AC power and redo the cabling. Switch on the TV and see if it works..

Thats a fairly complex Chassis. Unless youre really good at dissassemble and reassembly of small components, I would suggest a Sony authorized reapir tech do the repair.
