co2 is carbon dioxide. when its cold it cannot turn from a frozen solid to usable gas for your paintball marker. tippmanns run at about 800 psi, you simply cant reach the required pressure when the tank is chilled.
SOLUTION:
1. Use co2 only in mild and warm conditions
2. For outdoor play use compressed air, its cleaner and more reliable because the tanks are self regulated and the pressure does not change with hot or cold climate.

It's vary common for places to not fill Co2 tanks correctly and it sounds like this is your problem. Try having your tank filled in a different store, If this doesn't work you should exchange the gun at the store you bought it or call Tippmann, they have a excellent 2 year warranty.
