Check the tension on the belt and also under the deck for anything blocking the blades from turning

When I turn on the mower deck the amp gauge starts to discharge and the mower blades stop

There is an electric clutch that engages the mower deck and it (or something in the wiring to it ) is shorted out and you will need to repair/replace it.
Or something is moving when you turn on the mower deck and shorting out a wire. Look closely at any movement occurring near any wires and I think you'll find your problem is a cut/bare wire.
You can cut and then splice the wire back together or just wrap it with electrical tape if the bare spot is not too big. Try to re-route the wires away from the pinch/rub point

it could be tight cutter bearings in the deck next time it cuts out switch off the motor and try to turn the deck by hand if its realy tight its seizing up on you

The deck blades stop turning in reverse unless switch is pulled.

This is a safety feature that is not that hard to do so i say live with it.You do'nt have to hold it up just pull it up before you start backing up and once your moveing you can let go without it shutting off the deck until the pedel returns to neutral again,all tractor have it by law after a certain date so jumping around it is niot a good idea.

When I engage the PTO, the blades don't egage.

The first thing we need to to do is verify that there is adequate /(power 12 vdc) going to the electric clutch, you can do this by unplugging the clutch and check both wires 1 should have 12 volts and the other wire shoud read infinity to ground if this checks out replace the clutch, if you dont have 12vdc to the wire replace the relay

Engine chokes & dies when deck PTO engaged...

you need to start with your electric clutch and then backwards to your idler pulleys and deck spindles and bearings.
your electric clutch should almost stop the blades instantly when disengaged ,check the center bolt in the clutch to be sure it is tight also
remove the belt from the electric clutch and energize clutch any noise? sometimes the bearing goes bad in the clutch itself.
check all of your 3 spindles for noise and loose. remove belt and spin by hand and listen for quiet and they should turn free with no binding
check blade tightness
any item the belt goes around needs to be looked at for secure and operable.

Clutch not egaging with basket for my profile harmony washer

If you are getting the message " The clutch is not mechanically engaging with the basket properly " the service manual says to check wiring connections, clutch motor or inverter board.
I rarely see a wiring issue. I'd check the clutch arm and clutch coupler too. They are nylon parts. I'll send you a couple pages from the service manual as soon as I get a chance to scan a few.
