take it to an accredited electrical shop that repairs welders as there is a dead short in the circuit.

You didn't mention the brand name of the welder. Do a internet search for the maker of the welder. Get the contact information and request a manual. Many companies have online support and will let you download manuals.

Get a new one

20 amps seems like a fairly feeble arc welder--most light models run up toward 80 to 100 amps for a stick welder with wire feed models somewhat lower. Even accidently touching the two leads together should have produced some arcing. You may have a defective unit. Hope this helps!
