As a floor guy for over thirty years yes it is if mixed too strong it can leave a residue but it will not harm the floors in any way just follow mixing instructions or maybe a little stronger if needed but don’t just pour a bunch in a bucket and add water. I hope this helps.
No I would not use it, vinegar straight works really good for floors and walls most everything what is on the rubber floor?

Vinigar and water is a great cleaner and will work also but never mix it more then one to two ounces of conifer per gallon of water it is an acid and can deteriorate rubber and cork flooring if used too frequently or mixed too strong.
