For some unknown reason, Uniden assigned a very similar model number to two very different scanners. The 30 channel scanner you have is a BC60XLT-1, where the 10 channel version is a BC60XLT.

Channels have to be programmed with a frequency before the scanner will allow them to be unlocked. The L/O indicator should automatically turn off once a frequency is in memory.
