Here's a few things you can check: When gun trigger is pulled, do the drive wheels turn? If they aren't, pull the trigger again; do you hear anything within the machine (contactors closing, gas solinouds opening, any clicking, etc.) that would indicate the trigger circuit is functional? If the drive wheels are turning, but wire isn't being pushed thru the mig gun, check for proper drive roll vs. wire size. If that is correct, check gun liner for obstructions. Flux cored wire tends to stop up a wire liner fairly quickly.
Most mig welders have reversible feed spools. There is a good chance you have the spool in the .030 wire side. Remove the spool retaining clip and flip the spool to .023 wire for example. I don't know what size wire you are using. Also there is an adjustment for the drive spool. Tighten the tensioner spring thumb screw to increase the feed tension.
If it is breaking at the drive roller, chances are your spool of wire is too tight. It has to be able to spin freely as the drive roller pulls, but not too freely or you will end up with quite a mess inside there. Loosen the wingnut that holds the spool of wire and see if that remedies your problem.

I have the same welder with the same problem, I've striped it down and found that there are a few teeth missing on the gears that run the wire feed,
Had no luck finding any replacement parts though
check the wire drive motor it may have burnt out also check the wire wheel drive teeth they may be slipping and dont try using rusty wire it rips the teeth off the wire drive wheel if this is all good check the neck triger switch if thats not working the wire feed wont work then take out the nippel and pull the wire through it to check its free in the feed tude with no kinks in it,,,
A schematic would certainly help, give Hobart a call and ask for a wiring diagram. or manual. Hobart are very helpful and may even give you guidance, you may have to pay the postage, they usually fax these documents so it will not cost you anything.
More than likely the feed rolls and seperator roller need to be replaced.
You They are not difficult to replace or expensive.
If you want googoe a busness called " the parts drop". call and talk to Britt, I dont work ther but do business with them. Honest and fair. And no I don't know how I switched to Italics LOL. So trust me LOL.. Honestly, those feedrolls get smoothe after some time and even with cleaning become unreliable.
